The Mayor led the Pledge of Allegiance and stated this meeting is recorded.

Mayor Marsh advised that there will two Public Hearings First will the 2025-2026 Village of Menands and the second will regarding the Little River Grant Project.
Mayor Marsh opened the Budget Public Hearing at 6 PM.

The Clerk read the following notice:

NOTICE IS HEREBY GIVEN that, pursuant to the Village Law, the Preliminary Budget of the Village of Menands for the fiscal year beginning June 1, 2025, and ending May 31, 2026, has been duly filed.
FURTHER TAKE NOTICE that a public hearing will be held on the second floor of the Menands Village Hall, 250 Broadway in the said Village on Monday April 7, 2025, at 6:00 P.M. by the Board of Trustees of the Village of Menands to consider the Preliminary Budget, at which time and place the comments and suggestions of residents of the Village relative to such budget to be enacted will be received. The Preliminary Budget is on file in the office of the Clerk and may be inspected during office hours. The maximum compensation to be paid to the Mayor is $16,063.00 and each of the four trustees, $9,369.50.

However, additional thoughtful adjustments are necessary to comply fully with New York State’s 2% property tax cap.
I recognize budget adjustments involving public services and employee benefits require careful consideration. Our village employees are essential to our community, and their dedication is highly valued. The following recommendations balance fiscal responsibility and fairness for all stakeholders—our employees, trustees, and taxpayers.
Specific, Time-Phased & Measurable Recommendations
1. Strategic Reallocation of Public Safety Resources
Challenge:
The dissolution of the village court has significantly reduced the need for police and staff overtime related to court security, transport, and administrative presence. This creates an opportunity to strategically reduce overtime spending without affecting staffing levels or public safety coverage.
Solution:
Immediate (0–3 months): Conduct a staffing and overtime audit focused specifically on hours previously allocated to court-related duties.
Short-term (3–6 months): Implement revised shift scheduling and coverage plans that reflect current operational demand.
Mid-term (6–12 months): Publish quarterly public reports tracking overtime hours and cost savings.
Community Benefit:
Maintains full public safety service levels and responsiveness while improving cost-efficiency. No reduction in patrols, emergency response, or coverage—just smarter allocation of time and budget.

David Ognan advised the Board the Lead Study is required currently the Water Department asks 20 residents to supply samples. The Health Department is now requiring that Water Department now get 40 samples. David Ognan asked permission from the Board to be allowed to put out on Social Media for residents to volunteer to give samples. After a discussion, the Board agreed.

VILLAGE OF MENANDS

WHEREAS a quality education is one of the significant foundations for the continuing success of our state, our country, and our society at large; and in the Village of Menands we strive for the betterment of all our citizens through an increased focus on education and sharing; and

WHEREAS, in order to achieve its highest goals, education must not only impart knowledge but also teach the students how to live, forming and strengthening their moral character to make a better life for themselves as individuals and for society as a whole; imparting moral and ethical values that have been the bedrock of society since the dawn of civilization; and

WHEREAS, a global spiritual leader and leading advocate for the advancement of education, the Rebbe, Rabbi Menachem M. Schneerson, stressed that a moral and ethical education empowers every individual to develop their full potential in making the world a better place; and

WHEREAS, “Education & Sharing Day” is observed each year on the Rebbe’s birthday in recognition of his outstanding and lasting contributions toward the improvement of education, morality, and acts of charity around the world; a day to pause and reflect on our responsibility to ensure our youth have the foundation necessary to lead lives rich in purpose and fulfillment through service and good works; and

WHEREAS, April 9, 2025, will mark 124 years since the Rebbe’s birth, capping a year in which thousands of new institutions and initiatives were launched throughout the world in tribute to this celebration; and

NOW, THEREFORE, I, SETH HARRIS, Deputy Mayor of the Village of Menands and BRIAN MARSH, Mayor of the Village of Menands, do hereby proclaim Wednesday, April 9, 2025, to be: EDUCATION AND SHARING DAY in the Village of Menands and call upon government officials, educators, volunteers, and citizens to reach out to those within your communities and work to create a better, brighter, and more hopeful future for all.

The Clerk advised that the Village has reviewed Cell Phone Costs. Which included Cells, MiFi, and sim cards Police and Fire Vehicles, the Water Department, and Fire Inspection tablets. By switching from Verizon to T-Mobile the Village will save approximately $1,000.00 annually. Discussion followed.

The Clerk advised that the Village has been researching different options to provide Wi-Fi at Ganser Smith Park. There are many different options, but the least expensive would be through T-Mobile. Three excess points would be installed. One near the pavilion, One near the Gazebo, and the last near the Concession Stand. The cost would be $2,282.25 for three excess points and a monthly charge of approximately $110.00. Discussion followed.

Mayor Marsh led a discussion regarding CDTA Ride Share Agreement. When agreement was first entered into with CDTA the cost was $5.000.00 per year. After a discussion with CDTA they lowered the cost to $2,500 per year. Discussion followed.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE CAPITAL DISTRICT TRANSPORTATION AUTHORITY AND THE VILLAGE OF MENANDS
REGARDING ROLES AND RESPONSIBILITIES FOR ONGOING CDPHP CYCLE!
BIKE SHARING OPERATIONS

THIS AGREEMENT is made between CAPITAL DISTRICT TRANSPORTATION
AUTHORITY (hereinafter “CDTA”) and the VILLAGE OF MENANDS (hereinafter “MENANDS”), (collectively, “Parties”).

WHEREAS, CDTA has been operating CDPHP Cycle, the Capital Region’s bike-share program, for eight seasons in partnership with other municipalities

WHEREAS, CDTA and MENANDS believe creating bicycle-friendly, transit-oriented environments will improve the health and quality of life within communities, while also improving their economic vitality. Both entities understand the connection between bicycle sharing systems and reduced traffic congestion, easier access to local businesses, increased appeal to community members to avoid purchasing new cars, along with reducing wear and tear of city infrastructure,

WHEREAS, CDTA, in partnership with surrounding municipalities, will include MENANDS as part of a unified riding area within the network covering each entity,

WHEREAS, CDTA has contracted with Shared Mobility Inc. (“SMI”) to operate the bike-share system and continues to work with them to operate this transportation option.

WHEREAS, SMI will be responsible for the insurance liability in addition to a waiver agreed upon by all users prior to riding,

THEREFORE, both parties mutually agree to proceed as follows if the project is selected for funding:

1) This agreement will be in place for the 2025, 2026 and 2027 riding seasons. MENANDS will reimburse CDTA for operating costs of the 2025 and 2026 riding seasons totaling the amount of $2,500 by the end of the 2026 calendar year. MENANDS will reimburse CDTA for operating costs of the 2027 riding season totaling the amount of $2,500 by the end of the calendar. Term agreements and renewal to be discussed at the conclusion of the 2027 riding season.

2) DTA to provide a minimum of two Cycle! rack stations in MENANDS along with a minimum of 12 bikes through the proposed riding area.

3) MENANDS agrees to partake in all siting, planning, and operations discussions with CDTA and, SMI, regarding the bikeshare program and its operation.
4) At the option of MENANDS, this agreement may be terminated via written notice to CDTA within 60 days at the conclusion of each riding season.

After a discussion, the Board decided to Table until April 21, 2025, Board Meeting.

Mayor advised the Board instead of renting a Field Office Trailer for the South End Water / Sewer project 800 N Pearl has agreed to rent Office Space to be used as Field Office. The cost of the Office Space would $800.00 per month that will be paid through the Grant and Bond. Discussion followed.

Mayor’s Report:
1. Gave an update on the Albany County Sewage Treatment Plant Repairs.
2. Still waiting for State Budget to be approved to find out amounts for AIM and Chips monies
3. Working OCA for Court Closing
4. Mid-City Plaza has completed all requirements for the Restore NY Grant
5. Depending on outcome of Federal Government Budget if the Village receives monies from Congressmen Tonko that monies may be reallocated
6. There will be Flag raising ceremony on April 11, 2025, for Donate Life Month
7. There is a new Dumpster Rental Form
8. Office PJ Stone received an Award for being the number one Lead Instructor for New York State.
9. Dt/Sgt Dan Braden and Sgt Rob Stark had a Caric Reversal. The Board congratulated them.
10. There was $25,000 put in the Budget for Grant Writer for the Village. Mayor Marsh would like to hire Julie Burline as the Village Grant Writer at a cost of $25,000 to start on June 1, 2025.

1. Village was involved with an Audit of the Cybersecurity from Homeland Security.
a. Recently a Phishing test was completed 48 Emails were sent no one clicked on Phishing Emails
2. The Village Office is going to be connected to 250 Broadway’s Access System
3. The Application for the Archive Grant has been submitted

General Comments:

I got my own report dealing with several important Village items as follows:

1. He wants to thank DPW for closing the gate on west end of Glenwood Rd
2. He wants to thank DPW for changing the DEAD-END sign on Oakland Avenue
3. He observed 2 or 3 lights on at the pavilion which he reported to the Police & Clerk
4. He intends to continue his cleanup starting mid to late April
5. On Broadway there are still 2 markers covered with tree branches
6. He wants to thank DPW for replaces the reflector on fire hydrant on Broadway
7. He cleaned up water mess from leaking toilet at the Library and reported it to the Library Staff
8. He observed a Children At Play sign on Louis Avenue that is faded and needs to be replaced
9. He observed 2 reflectors stick that are bent. One next to Riverview and one near 236 Broadway
10. He spoke to Farmers Market official about Christmas tree being to close AED Boxes
11. He is opposed toll #2 Override the 2% State Tax Levy.
12. He reported graffiti on walls and broken window at the former Olympic Bowling property
13. He gives his support for construction of New Menands Bridge between Menands & Troy
14. He reported a flat truck parked between 2 lands towards the bridge with its flashers on to the Menands Police.

Resident Paul Harbour made the following comment:
1. The sidewalks that were ground down are very slippery. Discussion followed.
2. The bids for the South End Project should be double checked with the bids being as low and different. Discussion followed.

Resident Mike Steurer asked why there was a need for Wi-Fi in the Park? Discussion followed.

Diane MacFarland advised that there is White Truck parked on Wolfert at Hutton that is always parked on wrong side of the street. Diane also asked if the Menands Monthly if you were getting the Activities did you have to resigned for the Monthly. Discussion followed.

Resident Mike MacKay agreed with Mike Steurer about the Wi-Fi for the park.

Resident Ben Blanchette asked about the status of the Glenwood Road properties. Discussion followed.

Resident Lisa Neuman agreed that there should be Wi-Fi in the park

At 7:55 P.M. Trustee Harris made a motion to enter Executive Session to discuss Personnel and Contract matters, seconded by Trustee Harbour.
