PROJECT UPDATE

The Village of Menands received a grant from the Capital District Transportation Committee (CDTC) through the Community and Transportation Linkage Planning Program to update the Village’s land use regulations in response to the Village’s recently adopted Comprehensive Plan. The Village of Menands Land Use Regulations and Zoning Update Linkage Study will be finalized in January, 2023. Quickly building off this effort, the Village is continuing to refine the draft zoning language developed in the Linkage study and is on track to adopt a new Zoning Law in March or April of 2023. The Village released draft zoning language on November 11 and accepted public comments through December 16. Based on feedback provided, the Linkage Study portion of the zoning update is drawing to a close and a second draft of the zoning language is being prepared. Digital copies will be available on the Village’s website beginning January 17. Paper copies will be available at the Village Office and the Menands Public Library beginning January 18th.

    PROJECT DESCRIPTION

    In the middle of a growing urban region, the Village of Menands (the “Village”) has maintained a tight-knit, small-town character holding true to its official motto, “the Urban Suburban Village.” Most visitors and travelers encounter the Village via Broadway (NYS Route 32) a north-south road paralleling Interstate 787. This former industrial corridor is now more defined as an older highway commercial corridor with a mix of varying uses and large areas that are now underutilized. However, this belies the fact that Menands is primarily a series of well-kept diverse neighborhoods on the hillsides above the Hudson River.

    Over the past decade, the Capital District and the cities of Albany, Troy, and Schenectady have experienced a modest, but hopeful, revitalization. Likewise, there is a growing interest in the Village, in the Broadway Corridor and beyond, to transform underutilized industrial or vacant sites into residences and businesses and promote transit-oriented development. In an effort to take a holistic look at the Village and maximize development potential, the Village is collaborating with the Capital District Transportation Committee (CDTC) and The Chazen Companies, to create a land use regulations and zoning update tailored for the Menands community.

    The purpose of this land use regulations and zoning update is to ensure that the future land use vision and proposed recommendations outlined in the Village’s 2020 Comprehensive Plan, align with the needs of Menands’ diverse community and are easily implemented. The basis of this collaboration will include input from a Study Advisory Committee (SAC) comprised of community leaders, residents, and agencies, as well as, public outreach efforts with Village residents. This endeavor will result in updated zoning regulations that reflect the vision stated in the Comprehensive Plan, a clear development review process, updated land use and zoning maps, and updated Village design guidelines in conjunction with new zoning, to ensure that applicants and review boards have a clear understanding of the guidelines and potential for development.
