PUBLIC IMPACT QUESTION AND ANSWER SECTION
What traffic disruptions can be expected during utility work?
Answer: During the utility work, temporary road closures and/or lane reductions will occur. Additionally, there could be a temporary loss of street parking spaces.
What is being done to mitigate traffic disruptions during utility work?
Answer: The contractor(s) selected for the project must present a detailed work phasing plan before construction starts. This plan aims to limit the extent of traffic closures to only active work areas and for a limited duration. In areas where work is happening, the roadways will be accessible to local traffic through a single lane. All roadways not under active construction will allow for unimpeded two-way traffic and access to all driveways. Street parking will be periodically available during construction and marked by signage when not permitted.
What are the construction hours?
Answer: 7 am to 5 pm. Anything outside of 5 pm will need prior approval.
How will construction affect mail and other deliveries?
Answer: Local carriers will be notified of the anticipated construction schedule. During construction, the contractor will be required to maintain access for deliveries.
How will construction affect school bus pick-up?
Answer: School districts will be notified of the anticipated construction schedule. During construction, the Contractor must maintain bus pickup access or coordinate with school districts to adjust the bus stop temporarily.
How will construction affect Emergency Service access to the area?
Emergency service providers will be notified in advance of the anticipated construction schedule. The Contractor will be responsible for always maintaining clear paths for emergency vehicles. Additionally, a plan will be developed with local emergency services to ensure rapid response in the construction zone. Emergency services will be regularly updated on the status and changes in the construction area.
Will there be interruptions in the water supply?
Answer: Customers in the phased construction area will experience a short water supply disruption during the transfer from the existing water main to the new one. Throughout the work area, properties may experience changes in water pressure. Water shutoffs will be scheduled in advance, and we will notify you via Everbridge.
Will there be any interruption in sewer service?
Answer: Customers in the phased construction area will experience a short disruption of sewer services during the transfer from the existing sewer line to the new sewer line. During this service transfer, the Contractor will visit individual homes and ask that the household refrain from using toilets, sinks, washing machines, or any other facilities that drain to the public sewer.
What noise and dust issues are expected during the construction?
Answer: Construction noise is expected from machinery and equipment during working hours. Additionally, dust and debris may be generated from excavation and construction activities.
What measures will mitigate noise and dust during construction?
Answer: The contractor hired for this project must adhere to the New York State (NYS) Stormwater Pollution Prevention Plan. On-site engineering staff will perform daily inspections covering aspects like stormwater management, noise, dust, and construction trash. If any issues are identified, they will be presented to the contractor, who will be held to a strict compliance schedule.
How can the public report noise, dust, or other construction-related concerns?
Answer: The public is encouraged to notify the on-site engineering staff of any potential concerns they may have regarding the construction. Contact information for the on-site engineering staff will be provided to the public prior to the start of construction.
What kind of access changes to properties may be expected during construction?
Answer: During construction, restricted or altered access to properties may exist.
What are the mitigation measures to ensure access to properties during construction?
Answer: Under their approved phasing plan, the contractor will be obligated to provide unimpeded access to all private properties throughout the duration of construction.
Several Village-owned properties—on Hutton St / Amsterdam, Hampton St, and Kingston St—will be used to store materials and equipment during this project. This is necessary to keep machines and materials secure and limit roadway blocking.
UPDATES
12/8 – 12/24 Update:
- Road work – National Grid continues some road repairs on Wolfert to ensure the road surface is acceptable for the winter. No additional work will happen on Wolfert until Spring, unless it’s an emergency. Road restoration work is now complete on Amsterdam for the winter from N Pearl to Hampton. Amsterdam from Hampton to VRB should be completed the week of 12/8, depending on the weather.
- Sewer work – lateral connections continue on Amsterdam at the top towards VRB. Only a few remain. The sewer main work on Amsterdam is completed.
- The construction team will then begin some seasonal roadway and staging areas clean-up as a month + “seasonal pause” in work begins extending into early 2026.
11/17 – 11/28 Update:
- National Grid gas line work continues to progress with gas supply line connections from the road to the homes on Wolfert and N Pearl – then they will begin some road repairs to ensure road surface is acceptable for the winter.
- Sewer work – continues on Amsterdam. The sewer main is finishing up major road work on Amsterdam from Hutton up to VRB. Sewer lateral connections are starting on Amsterdam at the bottom coming up the hill to Hendrick. Then they will start stabilizing the roadway to prepare for winter.
- Water Main work – They are also starting main water line construction from N Pearl to Hendrick on Amsterdam.
- THEY WILL NOT BE WORKING THANKSGIVING.
10/31 – 11/8 Update:
- National Grid gas line work continues to progress with gas supply line connections from the road to the homes, both on Van Rensselaer at Wolfert and heading downhill on Wolfert.
- Sewer work – continues on N Pearl by Ch13 to the Albany line and up Amsterdam. The sewer main is finishing up major road work on Amsterdam from Hutton up to VRB. Sewer lateral connections are starting on Amsterdam at the bottom coming up the hill.
10/6/25 Update:
- National Grid gas line work continues to progress, continuing north up Van Rensselaer at Wolfert, and will continue work on Van Rensselaer to Riverhill Apartments before starting House Connection work on Wolfert, starting at the top of the hill heading east (down the hill).
- Sewer and Water work – continues at Hutton Street Park, Hampton Street parcel, and working on Amsterdam Ave, coming up towards the West – through Hutton Street towards Hendrick.
9/22/25 Update:
- National Grid gas line work continues to progress, coming north up Van Rensselaer from the City of Albany line into Menands. They will continue work on Van Rensselaer to Riverhill Apartments before starting work on Wolfert.
- Hutton Street Park, Hampton Street parcel, and Kingston Street Park have been prepped. Equipment and materials will continue to be staged here throughout the project. The official groundbreaking ceremony is scheduled for 9/24 at 11:00 a.m. at Hutton Street Park.
- Water and sewer line work is starting at the very bottom (East end) of Amsterdam Ave, coming up towards the West – towards Hutton St.
9/10/25 Update:
- National Grid gas line work continues to progress at Van Rensselaer Blvd / Northern Blvd, coming north up Van Rensselaer. They will continue work on Van Rensselaer before starting work on Wolfert.
- Hutton Street Park is being prepped for a layer of gravel to be added to keep tracking mud into our streets over the next 2 years while construction is completed. Equipment will continue to be staged. The official groundbreaking ceremony is on 9/24 at 11 am.
- Hampton Street parcel and Kingston Street Park will be graded and prepped with gravel as well.
8/11 Update:
National Grid will start gas line work at Wolfert & Van Rensselaer this week. New Castle will start camera work for the SE Project at North Pearl heading towards Broadway and will begin staging some equipment and materials at Hutton St Park. Expect DIGSAFE to begin marking out existing utilities in the Amsterdam/N Pearl area.
