The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, September 17th, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Mr. Nate Pannucci of Teal Becker & Chairamonte, CPA’s, the Villages’ auditors reviewed the Villages’ draft financial audit of the Village Funds and the Court Funds that they recently completed. He stated that both the Village and Court Funds were given an unqualified report, which is the best opinion they can issue. Nate answered all questions from the Board.

Trustee Harris made a motion to accept the Auditor’s Report for the Villages Funds for the 2017 – 2018 Fiscal Year and authorizing the Treasurer to sign the representation letter for the Village, seconded by Trustee Foley.

Trustee Harris made a motion to accept the Auditor’s Report of the Village Court Fund for the 2017 – 2018 Fiscal Year and authorizing the Treasurer to sign the representation letter for the Village Court, seconded by Trustee Foley.

Open Forum:

Resident Bill Garvey reported that one of the black street lights is on during the day and several are out. The Clerk advised that he was aware of the ones that are out waiting to convert all to LED.

Bill advised the Board that he contacted National Grid regarding the weeds growing on the power towers and has not heard back from National Grid.

Bill asked about the status of the Quite Zone. Mayor Grenier and Eric Johnson advised an agreement was signed two months ago and the survey could take up to six months.
Bill asked about Haun Welding. Mayor Grenier advised that the ZBA is meeting Wednesday, September 19th at 6:00 P.M.

Resident Brian Marsh advised the Board that he has contacted FED EX about possibly adopting Van Rensselaer Blvd as part of DOT’s Adopt-A-Highway Program. Brian asked if someone from the Village could follow up with FED EX they were going to check with their home office. The agreement will be with DOT.

Resident John Stangle had a question about the Auditor’s Report, what is the water fund $200,000
deficit? Treasurer Smith explained it was timing that showed the deficit. A discussion followed.

A motion was made by Trustee Foley to accept the minutes of the September 4th, 2018 Board Meeting as amended, seconded by Trustee Nicoll.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Foley:

Mayor Grenier asked if Leak Detection was complete. The Clerk advised it was complete waiting for the final report. However, they did find six spots. A discussion followed.

Treasurer Smith led a discussion regarding changing the Villages’ accounting software from Logics back to Springbrook Northeast (formerly known as KVS). A discussion followed and the matter was tabled.

The following bids were received to replace 2 rear windows in the Village Office with windows that will open to allow fresh air into the building:

Window World $3,105.00
Advanced Glass, Inc $2,995.00
McGuirk Contracting $2,850.00

Resident Brian Marsh asked about the guarantee with Window World. A discussion followed and the decision was tabled until the next meeting.

The Clerk presented a Peddlers Permit for Family Energy. After a discussion the permit was denied.

The Clerk received a letter from the Menands Fire Co. #1 advising the Board that at their September 4th Business Meeting the membership elected Ms. Alyssa Hill as an active member.

Trustee Foley thanked everyone for the Village wide garage sale 36 families and Albany Lofts were involved. It was a great success.

A motion was made by Trustee Harris to adjourn, seconded by Trustee Foley.
