The regular semi-monthly meeting of the Board of Trustees of the Village of Menands held on Monday, October 7, 2019 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Bill Nevins, Steve Boulet, Chief Frank Lacosse, Det Sgt Ryan St. Gelais.

The Mayor led the Pledge of Allegiance.

The Police Chief is requesting Radio System Upgrade for dispatch. 2 – Motorola Consolette at a cost of $19,389.50 each installed, plus a new recorder at a cost of $16,155.40 plus a yearly maintenance fee of $1,840.20, Hart Alarm $500.00 charge for a switch box.

Trustee Marsh made a motion to authorize the Mayor to sign both contracts to purchase of the new radio systems at a cost of $38,779.00 and Recorder at a cost of $16,155.40 with an annual maintenance fee of $1,840.20, switch box at a cost of $500.00, seconded by Trustee Nicoll.

Open Forum:

Resident Bill Garvey wanted to thank DPW for the following: fixing black street lights along Broadway and for removing weeds around fire hydrants.

Resident Garvey stated he knows that DOT will not pick up small dead animals on Broadway, he asked if our DPW could? Attorney Rehfuss sated he should call the Clerk he would contact DPW if they are able to pick-up.

Resident Garvey asked why the Garage Sale at the Farmers Market was cancelled. Attorney Rehfuss stated that the residents would have to collect and pay sales tax that is why it was decided to cancel.

Resident Steve Boulet asked if work has started on the Trails. Eric Johnson from Chazen and Mayor Grenier explained yes work has started the bridges are being put in, forms for the pavilion are in place. A discussion followed.

Resident Bill Nevins wanted to thank the Menands Police for their support of the Menands School and for following the school busses.

A motion was made by Trustee Marsh to correct the minutes of the September 3, 2019 meeting to include approval of the Tentative Menands PBA Contract, seconded by Trustee Nicoll.

A motion was made by Trustee Harris to accept the minutes of the September 23rd, 2019 Board Meeting, seconded by Trustee Nicoll.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Harris.

The Clerk informed the Board that the Fire Department Open House is scheduled for Tuesday, October 8th from 6 PM to 8 PM at the Firehouse.

Chief Steurer requested the following during the Fire Department Open House permission to give rides on Rescue 6 and in the Bucket of Truck 6. Trustee Nicoll made a motion to allow the Fire Department to give rides in Rescue 6 and Truck 6 during the Fire Department Open House, seconded by Trustee Marsh.

A motion was made by Trustee ______ to approve the Everbridge Contract for 2020 in the amount of $5,500.00, seconded by Trustee ______. This item was tabled until the next meeting.

The Community Development Consolidated Annual Performance and Evaluation Report is available on file in the Village Office for inspection.

The Clerk advised the Board of the completed updates and planned updates to the Website. A discussion followed.

The Clerk informed the Board that Mike Hagmann and Sean Connors will be attending the NYCOM DPW Conference from 10/20/19 to 10/23/19 in Ithaca.

The Clerk reminded the Board of the Fall Business Breakfast scheduled for Wednesday, October 30th, 2019 at 7:30 A.M. in the Village Hall at 250 Broadway.

Mayor Grenier there are 6 more Military Banners ready to be hung.

Mayor Grenier advised the Board that on November 26, 2019 from 4:15 to 4:45 the CP Rail Holiday Train will be stopping in Menands. During that time CP Rail will be collecting food for local Food Banks. There will be entertainment. More information to follow with flyers and on the website.

Trustee Marsh lead a discussion about swapping out water meters every time a home is sold. Possibly charging a fee for swap out. A discussion followed.

At 6:50 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Marsh.

The regular meeting reconvened at 6:58 P.M.

After a discussion Trustee Nicoll made a motion to increase the Police Chief salary by $1,115.00, seconded by Trustee Harris.
