The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday,
October 15th, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked the ZBA for denial of the Haun Welding Project. He also thanked DPW for fixing signs, picking up dead animals and repairing the paper towel dispenser at the park.

Resident Garvey called National Grid back regarding the weeds on the metal power towers. National Grid advised Bill there is a work order in to remove weeds but it’s unknown when it will be completed.

Resident Brian Marsh asked for an update on National Grid and power outages in the Sage Hill area. The Clerk advised Mr. Marsh that he has had contact with National Grid with little result. A discussion followed.

A motion was made by Trustee Harris to accept the minutes of the October 1st, 2018 Board Meeting, seconded by Trustee Boulet.

A motion was made by Trustee Nicoll to approve payment for the following, seconded by Trustee Boulet:

Village Attorney Rehfuss explained the Section of Code # 64-1 and the powers of the Board to act on the violations at 19 Glenwood Road.

Eric Johnson from Chazen Companies read a report of conditions at 19 Glenwood Road that was completed by Lanson Cosh of Chazen Companies. The home itself if structural sound, there are many property maintenance issues. There is mold, garbage, animal waste, no running water, egress is an issue and there maybe some electrical issues.

After a discussion Trustee Foley made a motion that the owner of 19 Glenwood Road has 60 days to remediate the trash from the home. The home cannot be occupied during this time until the building is deemed safe by Code Enforcement. 1st Responders are not to enter the building until deemed safe. Code Enforcement will inspect and give clearance to occupy the residence, seconded by Trustee Harris.

Trustee Nicoll offered a resolution authorizing PenFlex to administer the Service Award Program for the Menands Fire Department for the 11/01/2018 – 10/31/2019 year, seconded by Trustee Boulet.

Trustee Boulet made a motion to Approve the Sexual Harassment Policy, seconded by Trustee Nicoll.

Trustee Nicoll offered the following resolution authorizing the Clerk of the Justices of the Village of Menands Justice Court to apply for the maximum JCAP Funding, the resolution was seconded by Trustee Harris.

The Treasurer led a discussion regarding changing from Logics, LLC Software back to Acella Northeast (formerly KVS). Trustee ______ made a motion to transfer back to Acella Northeast, seconded by Trustee ______.

This discussion was tabled while the Treasurer and Village Attorney obtain more information on the contract with Logics, LLC to determine if a credit is due the Village for services not supplied.

Ben Lattanzio representing the Fire Department requested the purchase of an extraction tool from Municipal Emergency Services in the amount of $32,017.83.

Trustee Foley made a motion authorizing the purchase of the extraction tool from MES in the amount of $32,017.83, seconded by Trustee Harris.

The Clerk informed the Board that the 2018 Community Block Grant is on file in the office.

The Clerk gave the Board a reminder that the Business Breakfast will be held on Wednesday, October 24th at 7:30 A.M. in the Village Hall at 250 Broadway.

The Clerk reminded everyone that the Youth Halloween Party is scheduled for Sunday, October 28th, 2018 from 1:00 P.M. to 3:00 P.M. The children will line-up at 12:30 P.M. at the Firehouse for the parade to the Ganser Smith Park for activities, food & refreshments. Help is always needed and appreciated.

Trustee Nicoll made a motion authorizing the use of a fire truck for the Halloween Parade, seconded by Trustee Foley.

Mayor Grenier read a letter from Assemblyman Phil Steck showing support for the South End Water Project.
Mayor Grenier also read a letter from Marcia Keys associated with U Albany stating the students who worked on the Comprehensive Plan for the Village of Menands where presented with an award and the award was then presented to the Village of Menands.

The RFP for the Comprehensive Plan is going out this week.

The Board was given copies of the Leak Detection Report. Eric Johnson is going to review it and work on an audit of the water system.

Trustee Boulet asked Assistant Chief Lattanzio how the Open House went. Chief Lattanzio stated it was a success after the rain stopped. They did get some new applications. A discussion followed.

At 6:37 P.M. Trustee Harris made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Foley.
