The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, May 04th, 2020 was called to order by Mayor Megan Grenier at 6:00 P.M. via Google Hangout Meets due to the COVID-19 pandemic.

At 6PM on Monday May 4, 2020 Mayor Meg Grenier read the following statement: this is the Village of Menands Board of Trustees, semi-monthly meeting. I am Mayor Meg Grenier and as it is 6 o’clock, I will call this meeting to order. For anyone outside the village staff who is attending this video conference, I would ask if you would please identify yourselves; Eric Johnson, Rene Lequire stated they were present. The Mayor asked them to mute their microphones.

Mayor Grenier then did a roll call of Village staff; Deputy Mayor Aileen Nicoll, present, Trustee Diane Foley, present, Trustee Seth Harris, present, Trustee Brian Marsh, present, Clerk Don Handerhan, present, Village Attorney Steve Rehfuss, present. On behalf of the Village Board I would ask all residents that we please keep our First Responders, all essential workers and those affected by this pandemic in our thoughts and prayers.

Pursuant to Governor Cuomo’s executive order number 202.1 issued on March 13th 2020 suspending article 7 of the public officers law to the extent necessary to permit any Public body to meet and take such actions authorized by law that allowed the public to not be physically present at the meeting but allow the public to listen to or view such meetings via teleconference call or video conference while recording and later transcribing of the meeting. Village of Menands Board of Trustees semi-monthly meeting is being held via Google Meets video conference to protect Public Safety and Welfare during this COVID-19 pandemic. In an effort to conduct this meeting effectively we asked those in attendance to please mute your microphone during the meeting. As we are conducting only essential business during tonight’s meeting there will be no public comment. Any comments previously submitted to Clerk Handerhan prior to the meeting and deemed essential will be read into the record.

At 6:00 P.M. the Mayor opened the Public Hearing for the Village of Menands Comprehensive Plan.

Public Hearing

The Village of Menands Comprehensive Plan Committee is pleased to announce the publication of the Draft Comprehensive Plan. This is the first complete draft of the Comprehensive Plan released to the public. Many residents have contributed to the process by answering a community survey, attending open houses, and participating in interviews. Residents are encouraged to review the plan on our Village Website in advance of a Public Hearing set for the May 4th Village Board meeting at 6:00 pm. Since all Village Board meetings are presently being held remotely via video conference it will be very important for residents to submit comments and inquiries in advance of the May 4th meeting. Ethan Gaddy from Chazen gave a presentation explaining the Comprehensive Plan, the history of how the plan was started, what a Comprehensive Plan is, how it is to be used in the future.

Hearing no further questions or comments the Mayor Closed the Public Hearing at 6:24 P.M.

The Treasurer advised due to a typing error on the Transfer sheet for the April 20, 2020 board meeting the following resolution is requested. The Clerk was asked to prices for 30 American Flags to be placed along Wards Lane and Van Rensslear Blvd.

Trustee Harris made a motion to purchase 30 American Flags for Van Rensselaer Boulevard from Gettysburg in the amount of $1,290.00, seconded by Trustee Marsh.

The Clerk requests permission to authorize the Police Chief to repair or replace the camera on the bridge that shows the railroad corridor and to add an additional camera for Broadway the following are the quotes;

After a discussion Trustee Marsh made motion to authorize the Police Chief to have ABS repair or replace the camera on the bridge that shows the railroad corridor and add additional camera at a cost of approximately $6300.00 2nd by Trustee Nicoll

The Clerk advised the Board that the air handler in the Wards Pump Station the coil is leaking and needs to replaced. Dwight came in looked at air handler, check to see if the air handler is still under warranty. The air handler was installed in 2016 and is out of warranty. Dwight gave the following estimate to repair the air handler: Material $2,600.00 and Labor $1,150.00. The new coil will take approximately 4 weeks plus shipping to be received. After a discussion it was decided to check with company that installed air handler to get a quote. Tabled until next meeting.

Ethan Gaddy from Chazen introduce Tim O’Byrne and Duncan Barret from Beacon Communities LLC, also Scott Townsend the representatives for the Soldier On project at 35 Broadway explain his process and answer any preliminary questions in advance of submitting an Special Use Permit application. Discussion followed. Eric Johnson from Chazen explained the process that Beacon Communities LLC must do next.

Mayor Grenier explained that at 7 PM every night the siren will be going off at 7 PM in appreciation and thanks of our first responders and all essential workers.
Trustee Set Harris advised the Board that he passed out face masks to seniors in his neighborhood.

A motion was made by Trustee Marsh to adjourn, seconded by Trustee Nicoll.
