At 6 PM on Monday May 17th, 2021 Mayor Meg Grenier read the following statement: this is the Village of Menands Board of Trustees, semi-monthly meeting. I am Mayor Meg Grenier and as it is 6 o’clock, I will call this meeting to order. For anyone outside the village staff who is attending this video conference, I would ask if you would please identify yourselves; Rene Lequire, Bill Nevins, Bob Dignum, Brian Saboda, Lisa Neuman, Michele Grenier. The Mayor asked them to mute their microphones.

Mayor Grenier then did a roll call of Village staff; Deputy Mayor Aileen Nicoll, present, Trustee Diane Foley, present, Trustee Seth Harris, present, Trustee Brian Marsh, present, Clerk Don Handerhan, present, Village Attorney Steve Rehfuss, present, Chief Frank Lacosse, present. On behalf of the Village Board, I would ask all residents that we please keep our First Responders, all essential workers and those affected by this pandemic in our thoughts and prayers.

Pursuant to Governor Cuomo’s executive order number 202.1 issued on March 13th 2020 suspending Article7 of the public officer’s law to the extent necessary to permit any Public body to meet and take such actions authorized by law that allowed the public to not be physically present at the meeting but allow the public to listen to or view such meetings via teleconference call or video conference while recording and later transcribing of the meeting. Village of Menands Board of Trustees semi-monthly meeting is being held via Google Meets video conference to protect Public Safety and Welfare during this COVID-19 pandemic. In an effort to conduct this meeting effectively we asked those in attendance to please mute your microphone during the meeting. As we are conducting only essential business during tonight’s meeting there will be no public comment. Any comments previously submitted to Clerk Handerhan prior to the meeting and deemed essential will be read into the record. Governor Cuomo has extended executive order number 202.1 through May 25th, 2021.

MEMORANDUM OF AGREEMENT

By and Between the

Village of Menands

And

Menands Police Benevolent Association,
Local 9475, Council 82,
AFSCME, AFL-CIO

WHEREAS, the Village of Menands (“Village”) and the Menands Police Benevolent

Association, Local 9475, Council 82, AFSCME, AFL_CIO (“PBA”) are signatories to a

Collective Bargaining Agreement for the term June 1, 2019 through May 31, 2023; and

WHEREAS, Article 12 of the Collective Bargaining Agreement provides for the

recognition of twelve (12) enumerated paid holidays; and

WHEREAS, the PBA has requested that the Collective Bargaining Agreement be

Modified to add Juneteenth as a recognized paid holiday; and

WHEREAS, the parties entered into negotiations with respect to the PBA’s request.

NOW, AS AND FOR A MEMORANDUM OF AGREEMENT, the parties hereto

Agree as follows:

1. Article 12.1 shall be modified to provide for thirteen (13) paid holidays by adding

Juneteenth to the list of enumerated holidays.

2. Article 12.1 of the Collective Bargaining Agreement shall be modified to provide as

follows:

“Thirteen days shall be the maximum option for receiving the
Monetary value of unused compensatory holiday time.”

3. All other provisions of the Collective Bargaining Agreement shall remain unchanged.

Mayor Grenier read the following comments that were submitted to Clerk Handerhan:

Hello Mayor,

I wish to thank the Village for installing American flags on Van Rensselaer Blvd. The show of Patriotism come through. I would like to remind the Village that the American Flag when displayed after dark needs to be illuminated. Many of the flags on the poles are not under street lights. Is there a way to fix this? Without removing the flags? Perhaps solar night lights over the flags?

I would also like to thank the Menands Police Department for their continued efforts in keeping the Menands community safe. The increased challenges officer face is met with professionalism and officers still have time to patrol and talk with the Menands community.

I personally wish to thank them for their service and thank Chief Lacosse for his leadership.

Mayor Grenier thanked Mr. Nevins for discovering that American Flags were not illuminated along Van Rensselaer Blvd. Mayor Grenier asked the Clerk to research light options similar to what the Town of Colonie does along Route 9.

Memorandum 5/19/21

TO: All Menands Village Board Members

I got letters of Importance they are

  1. On 5/6/21 I saw and observed 1 red hydrant on west side of Villa Road being covered by weeds, plants and bush. So, I reported this issued to Clerk Don Handerhan within short time later. So, the next day I return to Villa Road to find that plants, weeds and push were removed for the fire hydrant. So I like to thank our Public Works Crew for doing good job in this matter. Well done.
  2. I’m glad to see that new trail markers with several colours have recently been posted on our Village trails. More Importantly I’m delighted to hear that this includes my proposal for having six colours being red, yellow, orange, white, purple and light green. I do support this Village Recreation Project for health, welfare, environment, public security, recreational and quality of life reasons.
  3. I’m glad to see that 2 snow plow trucks had already been sold at the auction for $10.000.00. I support this sale for economic, welfare and budgetary reasons. Our Village needed the sale of 2 snow plow trucks as source of revenue.
  4. On 4/13/21 while walking west on Brookside Avenue I observed the front door of 6 Brookside Avenue home left open when no one was in that house plus no vehicles were parked on the driveway of 6 Brookside Avenue home. So, I reported the problem to the Menands Police right away. If the Menands Police did shut the door of 6 Brookside Avenue home. I wish to thank them for doing their job.
  5. I like to thank our Village Board’s decision to amending Local Laws 2 and 3 dealing with posting Children at Play yellow signs in all of our parks plus Cornell Drive and Jones Court and my support for posting adding No Marijuana signs on current No Smoking and Vaping Signs in all of our parks. I support local law 2 and 3 for health, welfare, environment, social, public security, moral and the quality-of-Life reasons. This is an Important victory for me and all other Village residents of Menands.

Trustee Harris gave an update on the Story Walk. The panels have not arrived, the Village is waiting on delivery. June 14th, 2021 is the tentative date for the Sage Trails Grand Opening. A discussion followed.

Mayor Grenier agreed to follow the Governor’s decision to follow the CDC guidelines with wearing masks. There will be concerts in the park.

Mayor Grenier advised she spoke to Brianna Coughlin the park program will be happening this year and will be following the CDC guidelines.

At 6:18 P.M. Trustee Marsh made a motion to enter into Executive Session to discuss a safety matter, seconded by Trustee Foley.
