At 6:00 PM on Monday, May 16, 2022, Mayor Meg Grenier read the following statement: this is the Village of Menands Board of Trustees, semi-monthly meeting. I am Mayor Meg Grenier and as it is 6:00 o’clock, I will call this meeting to order. For anyone outside the village staff who is attending this video conference, I would ask if you would please identify yourselves, Renee Lequire, Bill Nevins, Michael & Susan Mackay, Steve Boulet, Jason Matt, and Doug. The mayor asked them to mute their microphones.

Mayor Grenier then did a roll call of Village staff: Deputy Mayor Seth Harris, present, Trustee Foley, present, Trustee Brian Marsh, present, Trustee Timothy Lane, present, Clerk Don Handerhan, present, Treasurer Bill Smith, Deputy Clerk / Treasurer Nicole Ognan, Village Attorney Steve Rehfuss, present, Chief St. Gelais, present, Intern Isabel Smrstik, present. On behalf of the Village Board, I would ask all residents that we please keep our First Responders, all essential workers, and those affected by this pandemic in our thoughts and prayers.

Governor Kathy Hochul signed legislation (S.50001/A.40001) extending virtual access to public meetings under New York State’s Open Meetings Law, which allows New Yorkers to virtually participate in local government meetings during the COVID-19 pandemic until June 8, 2022. The legislation which was initially implemented by Executive Order during last year’s State of Emergency allows state and local government meetings that are normally held in person to be held remotely instead, as long as the public has the ability to view or listen to the meeting and as long as the meeting is recorded and later transcribed. This statutory change will reduce the need for the congregation at public meetings while the Delta variant is prevalent while ensuring the public business can continue.

Isabel thanked the Board for the opportunity to serve as an Economic Development Intern for the Village of Menands.

  • Advised the Board of everything she has worked on during her internship.
  • Update of CGI Video and showed the finished videos
  • Update on Food Truck Festival
  • Update on Broadband and Grant opportunities

The Clerk advised the Board that Leak Detection is complete. There are several items to be addressed. Albany Truck Sales has a leak on their service line that was detected prior and they have been advised but still have not made the repair. Discussion followed. The tank at 280 Broadway has been removed and there was no ground contamination.

Mayor Grenier read the following comments from Resident Bill Garvey:

  • Has an idea to improve Menands Farmer Market. To convert Building #8 into a food warehouse
  • Mr. Garvey is in favor of the repaving of the pavilion
  • The traffic light at Broadway and Brookside was not working correctly. He reported it to the Menands Police and DOT repaired it.
  • Mr. Garvey still hears the train blowing their whistles between 10 PM and 7 AM.
  • Mr. Garvey would like to know when Valero Gas Station is going to be back open?
  • Several signs are in need of repair.
    • No Parking sign on Irving Place
    • 3 Street signs on Menand Road
    • East MacDonald Circle
    • Brookside Ave
    • Dead-end signs S Lyons Ave, Irving Place, Canal Road, Kenmare, and N Canal

Trustee Harris asked for an update on the High Reservoir Eric Johnson gave an update from the Survey. We have not received the Final Report, but there may be a leak in the front tank. A discussion followed.

Trustee Harris advised the Board he is working with NYCOM to draft a local law regarding changes in Open Meeting Law.

Resident Steve Boulet commented he is impressed with Mid-City’s improvements. Steve asked for an update on Cranesville Block. The mayor advised that Lyle Darmetko is working with Cranesville for them to complete.

Treasurer Smith gave the end of fiscal year update on the Villages Financial condition.

Trustee Lane asked Eric Johnson if LaBella is checking for all grants that the Village may qualify for. Eric advised they looked at all grants and he forwards them to the mayor, and a discussion followed.
