The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, March 16th, 2020 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.
Due to COVID-19 the Board Meeting of March 16th was open to the public and was done by teleconference some members of the Board called in. After Mayor Grenier opened the meeting a roll call was called the only member missing was Village Attorney Stephen Rehfuss.
A motion was made by Trustee Nicoll to accept the minutes of the March 2nd, 2020 Board Meeting, seconded by Trustee Foley.

The Clerk reported that the Mayor has submitted the Preliminary Village Budget for 2020 – 2021 to the Board. Copies are available for the public at the Village Office.
As discussed at the Budget Workshop, the money for the new pick-up is available from the Equipment Savings Account. The Clerk advised the Board that Mike Hagmann DPW Foreman recommends the purchase of a 2020 Dodge Ram 2500 Crew Cab, 4X4 Tradesman Pickup with a 9 Foot 6 Inch Fisher V Plow, Color Silver, Delivered to Menands at a price of $37,689.00 from Main Motors.
Trustee Marsh made a motion to Purchase a 2020 Dodge Ram 2500 Crew Cab, 4X4 Tradesman Pickup with a 9 Foot 6 Inch Fisher V Plow, Color Silver Delivered to Menands at a price of $37,689.00 from Main Motors on State Contract, seconded by Trustee Foley.

A resolution was passed by Trustee Nicoll authorizing the Treasurer to transfer $38,000 from the Equipment Savings Account to Account Number A.5110.0209 for purchase of the pick-up truck, seconded by Trustee Marsh.

Trustee Marsh introduced the following resolution, seconded by Trustee Nicoll
RESOLUTION DECLARING INTENT TO BE LEAD AGENCY FOR THE STATE ENVIRONMENTAL QUALITY REVIEW OF THE COMPREHENISVE PLAN AND FOR THIS DECLARATION OF INTENT TO BE CIRCULATED TO ALBANY COUNTY PLANNING DEPARTMENT AND THE TOWN OF COLONIE.
WHEREAS, the Village of Menands’s Village Board has prepared, and is in the process of adopting a Comprehensive Plan; and
WHEREAS, a Comprehensive Plan is a statutorily recognized instrument under Village Law 7-722 for the immediate and long-range protection, enhancement, growth and development in a municipality; and
WHEREAS, the Village of Menands has identified that a Comprehensive Plan was needed to properly plan for growth and development, protect the environment and enhance the health, safety and welfare of the community and residents; and
WHEREAS, the Comprehensive Plan Advisory Committee conducted a study of the Village of Menands that included a full inventory and analysis of the environmental, economic, housing, demographic, cultural and historical resources in the Village; and
WHEREAS, the proposed Plan includes update to the long-term vision, goals, objectives and strategies to guide the future growth in the Village; and
WHEREAS, the Committee solicited and utilized the input of the public through a written survey, open public meetings, focus groups, and a public hearing to formulate the plan; and
WHEREAS, the proposed Comprehensive Plan is subject to the State Environmental Quality Review (SEQR) process.
WHEREAS, The Village Board is the most appropriate agency to perform this review and desires to establish itself as the lead agency under SEQR;
NOW, THEREFORE, BE IT RESOLVED THAT, pursuant to the applicable standards of SEQRA 6 NYCRR Part 617.6, the Village Board of the Village of Menands concludes that it is the appropriate agency to serve as Lead Agency for the environmental review of the proposed Action; and
BE IT FURTHER RESOLVED THAT, the Village Board hereby declares its intent to be Lead Agency for the SEQRA evaluation; and
BE IT FURTHER RESOLVED THAT, the Village Board hereby authorizes the circulation of the Lead Agency request to the other Involved and Interested Agencies, indicating the Board of Trustees intention to serve as Lead Agency, including circulating Part 1 of the Full Environmental Assessment Form (EAF) and associated materials; and
BE IT FURTHER RESOLVED THAT, the Village Board hereby authorizes referral to the County Planning Board for their review and recommendation; and
BE IT FURTHER RESOLVED THAT, the Village Board hereby authorizes the Mayor to take any necessary actions to effect the terms of this resolution.

The Clerk reminded the Board of the Budget Public Hearing to be held on Thursday, April 2nd, 2020 at 6:00 P.M.
Trustee Marsh made a motion to approve the PenFlex Service Award Program posting for 30 days, seconded by Trustee Nicoll.

Mayor Megan Grenier appointed Nicole Ognan as Deputy Clerk/Treasurer to replace Renie Gadani who is retiring.
Trustee Marsh made a motion to appoint Nicole Ognan as Deputy Treasurer/Clerk, seconded by Trustee Nicoll.

Mayor Grenier advised the Board there has been a trend in reducing the Village Water usage since the break behind Subway was found. To date 7.2 million gallons of water has been saved.
Trustee Nicoll asked Mayor Grenier what precautions the Court was taking due to COVID-19. As of now they are trying to handle as many cases by mail to limit court times. The Court Clerks are taking payments through the glass door and after the person leaves wiping down the area.
Mayor Grenier led a discussion on what each department is doing for COVID-19. A discussion followed.
A motion was made by Trustee Marsh to adjourn, seconded by Trustee Nicoll.
