The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, July 21, 2025, was called to order by Mayor Brian Marsh at 6:00 P.M.

Trustee Harbour made a motion to accept the, July 7, 2025, Village Board Meeting Minutes, seconded by Trustee Lane.

96 Menands Road was to come in for a presentation to Amend Site Plan they to reschedule to another date.
The Clerk reminded the Board that the September 15, 2025, Board meeting was moved to September 29, 2025. By moving to the 29th there will be two meeting two weeks in a row. Discussion followed.

After a discussion Trustee Lane made a motion to cancel the September 29, 2025, to have only one meeting in September, second by Trustee Harbour.

Chief Ognan request the purchase of the following items:
- 3 Havis Apple IPAD dock and charging $842.85 totaling $2,528.55

Clerk advised that Sexual Harassment policy has given to the Board for review and needs to be approved. After a discussion Mayor Marsh and Trustee Harbour made some minor amendments.

Mayor’s Report:
- LaBella and the Mayor had a meeting with the City of Albany Water Department regarding installing an interconnect to purchase water from Albany.
- The Rapid Response Team was activated for a standoff in Green Island. Mayor McNaulty thanked the Police Department for their help in this call.
- Between NYCLASS and Bank of Green County the Village has made over $100,000.00 in interest.
- There will be a delay in receiving the Menands Monthly in August. But it is available on the Village Website.
- Bloom Brothers Dispensary has opened for business.
- The Village has received the final agreement from the Town of Colonie Community Development grant. The Village will receive a grant for $10,000 for study for ADA ramp for 250 Broadway.
- Trustee Kalogridis, Ryan Handerhan, and Mayor Marsh are working on a Nuisance Alarm Local Law. The Local Law will be introduced at the next meeting.
Trustee’s Report:
Neuman: No Report
Kalogridis: Stated the Railroad Crossing Lights are still flashing when there is no train. The Clerk advised that CP Rail has been contacted they are going to test the timing of the crossing.
Lane: Advised that he met with Brianna Coughlin regarding the Youth Program. Thanked her for stepping up to help. Discussion followed.
Harbour: Advised that she will not be at the August 4 Meeting.
Clerk’s Report:
- NYCOM Training School will be September 15 -19
- There will a Blood Mobile August 19, 2025, from 12-5 PM Firehouse
General Comments:
Resident Bill Garvey:
- Supports the EAP for Village Employees
- While cleaning at the park found items left behind wants to know what to do with them.
- Found the Lights and fans left on.
- Saw a jeep parked in front of a fire hydrant on Louis Ave.
- Found the air fresh dispenser beeping.
- Will be the grounds keeper for kickball
- Glad to see Lyme Disease signs replaced
- Will be helping cleanup at the Farmer Market.
- Is concern about loose step on the Bleeker
- Would like to CP rail cleanout the trench next to the tracks
- I saw high grass at a home on Cornell Drive
- I removed t a large branch from Polk Switzer Park
- There should be a cooling station during the summer
- The stop signs on Elmwood are being blocked by branches
- In the men’s room at the park the paper towel dispenser is not working
- Is the salt shed going to be replaced?
- Kids at Play signs are being blocked by branches.
Resident Margot Jones asked about the following:
- About the house being built on Clifford Road.
- Asked why there is not a Grocery Store in Menands. Discussion followed.
- Asked does the Village have any incentives for small businesses? Discussion followed.
- Asked how many Board Members live in the Village. The Mayor advised that by law a Board Member must live in the Village.
Resident Diane Leonard thanked the Village for getting the City of Watervliet to allow the Menands residents to use their pool.
A motion was made by Trustee Harbour to adjourn, seconded by Trustee Kalogridis.
