The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, August 6th, 2018 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Bill Garvey, Brian Marsh, Catherine Sheridan, Eric Johnson, Dave Teitsch.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey thanked DOT for picking up the dead animal on Broadway near Route 378. Resident Garvey stated that the resident at 20 Tillinghast Avenue has mowed her lawn. Resident Garvey thanked DPW for picking up the logs on South Lyons Avenue. Resident Garvey thanked the Board for approving 5 Elmwood Apartments.

Resident Brian Marsh asked the status of the garbage truck. The Clerk advised him it’s back in service. Resident Marsh asked for an update on the Quite Zone. Eric Johnson from Chazen Companies explained the Village just received the signed contract from CP Rail. Now CP Rail will begin the RR Crossing Studies, but there is no time frame for the study. A discussion followed. Resident Marsh is concerned about the water supply system for 5 Elmwood. Mayor Grenier stated that Eric Johnson has an update on that and will be giving a report.

Resident Catherine Sheridan wanted to know what happened to the $400,000 the Village received on the settlement. Mayor Grenier explained it was put into a Park Fund and is being used to improve the parks and the trails along with grants we are receiving. Resident Sheridan asked if DPW could open up some of the over grown trails. Resident Sheridan gave the Clerk a map of the trails that are over grown. The Clerk will speak to Mike Hagmann and forward the map.

Eric Johnson from Chazen Companies explained his findings after working with Bill Smith and Mike Hagmann. There is an existing water line that comes from Ganser Smith Park to Elmwood that could be connected to the waterline on Elmwood. By connecting the two waterlines it would create a looped system. The estimated cost of the project would be $75,000. A discussion followed.

A motion was made by Trustee Nicoll to accept the minutes of the July 16th, 2018 Board Meeting, seconded by Trustee Boulet.

A motion was made by Trustee Harris to approve payment for the following, seconded by Trustee Foley:

PARK IMPROVEMENT: totaling $ 296.97

The Clerk advised the Board that Bill Smith will be at a conference August 9th & 10th and on Vacation August 13th to 17th.

Trustee Harris inquired about the status of the Chromebooks. The Clerk advised he will have quotes for the next meeting.

The Clerk reminded the Board of the 94th Annual Village Picnic, Wednesday, August 15th starting at 5:00 P.M. (rain date Thursday, August 16th).

At 6:27 P.M. Trustee Foley made a motion to enter into Executive Session to discuss a personnel matter, seconded by Trustee Harris.
