The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, August 2nd, 2021 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.
Open Forum:
Resident Bill Garvey made the following statements to the Board:
Mr. Garvey is pleased with the new guard rails that were installed at Ganser-Smith Park
Mr. Garvey is willing to help clean-up the park after the Village Picnic.
Mr. Garvey believes there should be an ordinance forbidding climbing on fences and the wall at Ganser-Smith Park.
Mr. Garvey while cleaning around the park cleaned litter from the dugouts.
Mr. Garvey is concerned about weeds on the power poles and has contacted National Grid.
A motion was made by Trustee Marsh to accept the minutes of the July 19th, 2021 Board Meeting, seconded by Trustee Lane.

RESOLUTION # 210024:
The Clerk advised the Board that resolution last month to correct the Water and Sewer bill last meeting the Treasurer believed that the bill had been paid. The bill had not been paid so the calculations were incorrect and a new resolution is needed for the incorrect readings for 26 Glenwood Road, it was discovered that an improper register was mounted to the meter, therefore the meter was reading higher than actual readings. Trustee Marsh offered, seconded by Trustee Lane the following resolutions:
WHEREAS, Water and Sewer Acct. #510000365-0 for 26 Glenwood Road water charges were based on incorrect readings.
NOW THEREFORE, be it
RESOLVED, that a total of $139.71 be deducted from Water Budget and adjusted off the current July 2021 bill for 26 Glenwood Road, and be it further
RESOLVED, that a total of $62.86 be deducted from Sewer Budget and adjusted off the current July 2021 bill for 26 Glenwood Road.

The Mayor led a discussion regarding the bid for the Basketball Court reconstruction.
RESOLUTION # 210025:
Trustee Marsh made a Resolution to reject the one bid received by the Village for the Basketball Court Reconstruction and will go back out to bid in the Spring of 2022, seconded by Trustee Lane.

RESOLUTION # 210026:
The Clerk led a discussion on the new mower and the following bids were received for a new Zero-Turn Mower. The Clerk advised the Board that the lowest bid did not meet the specs for the Zero-Turn Mower.

Menand True Value Hardware, Inc $11,049.00
Sharon Springs Garage, Inc. $ 9,954.16
Trustee Lane made a motion to accept the bid from Menands True Value Hardware, Inc. in the amount of $$11,049.00 for a Zero-Turn Mower, seconded by Trustee Marsh.

RESOLUTION # 210027:
The Clerk advised that the siren is close to 15 years old and the speakers in the siren are broken and need to be replaced. Wells Communication is the only authorized dealer in the area to make the repairs. The total cost to replace the speaker is $2,977.76 which includes 8 speakers, materials to repair and labor.
Trustee Marsh made a motion to repair the firehouse siren using Wells Communication at a cost of $2,997.76, seconded by Trustee Foley.

Mayor Grenier asked Chief Lacosse if anyone has looked at the loose bricks near the roof of the Police Department. Chief Lacosse stated not as of yet. A discussion followed. After the discussion Clerk Handerhan will get estimates to repair the building.
RESOLUTION # 210028:
Trustee Marsh made a motion to approve a resolution paying the Village of Menands Annual Dues to the Stormwater Coalition of Albany, County in the amount of $9,632.00 seconded by Trustee Lane.

Chief Frank Lacosse stated he has several items he would like to discuss with the Board:
- CDTA has agreed to spend up to $95,000.00 to install 14 cameras along Broadway DOT has approved the DOT Permits to allow the installation of the cameras.
- Chief Lacosse advised the Board that he was approached by DOT to see if the Police Department would be willing to purchase and install generators on 4 different traffic lights within the Village if there should be a loss of power and traffic lights don’t work. RESOLUTION # 210029:
Trustee Foley made a motion to allow Chief Lacosse to sign a MOU with NYS DOT to place generators at 4 different traffic lights and allow Chief Lacosse to spend up to $4,000.00 to purchase 4 generators and supplies needed to power traffic lights in the event of power loss, seconded by Trustee Marsh.

3. Chief Lacosse advised the Board that there is a possibility that the Police Department may be getting 2 E-Bikes donated to them. The E-Bike would be used for Bike Patrols. A discussion followed.
4. Chief Lacosse invited the Board to Menands Community Night on August 25th from 5 PM to 8 PM. A discussion followed.
The Clerk advised the Board the Town of Colonie 2021 Entitlement Action Plan has been received and will be on file in the Village Office.
RESOLUTION # 210030:
Mayor Grenier advised the Board that there is a conflict with the September 20th Board Meeting and NYCOM Conference.
Trustee Marsh made a motion to move the September 20th Board Meeting to September 27th, seconded by Trustee Lane.

Mayor Grenier advised the Board that on Thursday, July 29th, the Seniors held a luncheon to honor their Volunteers. The Mayor gave out Certificates of Appreciation from the Village to the Honorees.
Mayor Grenier as a follow up on Trustee Lane’s question regarding tree company trucks being parked on village property. The trucks park there seasonally but there is no agreement to do so. A discussion followed.
After the discussion the Clerk was advised to contact the tree company to have them remove the trucks and to have their attorney contact Village Attorney Rehfuss to come up with an agreement.
Trustee Lane asked if anything is being done with the home at 33 Glenwood Road and its condition. A discussion followed.
After the discussion Village Attorney Rehfuss suggested the Village create a Local Law similar to the City of Albany Property Maintenance Law.
At 6:44 PM Trustee Marsh made a motion to enter into Executive Session to discuss legal and personnel matters, seconded by Trustee Foley.

Mayor Grenier led a discussion regarding signs to show speed of vehicles. A discussion followed.
After the discussion the Clerk will get quotes on signs and trailer for next meeting.
