The Village of Menands is pleased to announce a public hearing to discuss the Little River Recreation Area Feasibility Study, an exciting initiative to establish recreational access to the Little River, a unique inland waterbody that connects with the Hudson River. This project aims to enhance community access to the waterfront and promote outdoor recreational opportunities for residents and visitors through walking trails, fishing access, boating opportunities, and other recreational amenities. A Public Hearing will be held at 250 Broadway, Menands, NY, at 6:00 P.M. on Monday, April 21, 2025. The public hearing aims to present project alternatives and key existing condition information, gather public input, address community concerns, and foster a collaborative project development approach. We encourage all interested residents, businesses, and stakeholders to attend the public hearing and share their thoughts on the Little River Project.

RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE NEW YORK STATE OFFICE OF PARKS, RECREATION AND HISTORIC PRESERVATION UNDER THE MUNICIPAL PARKS AND RECREATION GRANT PROGRAM
WHEREAS, the Village Board (the “Board”) of the Village of Menands (the “Village”) is committed to enhancing the quality of life for its residents and visitors through investment in public parks and recreational infrastructure; and
WHEREAS, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) offers funding under the Municipal Parks and Recreation Grant Program to support such initiatives that promote the public’s use and enjoyment of recreational spaces; and
WHEREAS, the Village desires to undertake improvements to Polk Switzer Park including and (1) the replacement of an eroded exercise path; (2) The installation of solar lighting along the path; (3) The installation of new ADA compliant playground equipment; (4) Planting of shade trees; and (5) The expansion of the available parking area.
WHEREAS, the Village intends to apply for funding through the Municipal Parks and Recreation Grant Program to support the Project, with a required local match of ten percent (10%) of the total project cost to be provided by the Village.
NOW, THEREFORE, BE IT RESOLVED, by the Village Board of the Village of Menands that:
1. The Village is hereby authorized and directed to submit an application for funding for the Project under the Municipal Parks and Recreation Grant Program offered by the New York State Office of Parks, Recreation and Historic Preservation.
2. The Village commits to providing a ten percent (10%) local match of the total eligible project costs, which may consist of cash and/or in-kind services;
3. Brian Marsh, Village Mayor, is hereby authorized to execute all financial and administrative processes relating to the grant application and subsequent implementation of the Project, subject to the approval of the Village Attorney as to form.
4. This resolution shall take effect immediately.

WHEREAS, the Village of Menands (the “Village”) proposes to undertake improvements to Polk Switzer Park located on Elmwood Avenue in the Village of Menands; and
WHEREAS, these improvements are intended to revitalize the park and enhance recreational opportunities for Village residents and visitors, and shall include and (1) the replacement of an eroded exercise path; (2) The installation of solar lighting along the path; (3) The installation of new ADA compliant playground equipment; (4) Planting of shade trees; and (5) The expansion of the available parking area; and
WHEREAS, the proposed park improvements constitute an “Action” as defined by the New York State Environmental Quality Review Act (“SEQRA”), Environmental Conservation Law Article 8, and its implementing regulations (6 NYCRR Part 617); and
WHEREAS, Part 1 of the Short Environmental Assessment Form (SEAF) has been prepared; and
WHEREAS, based on the nature, size, and location of the proposed improvements, the Action appears to be an “Unlisted Action” pursuant to 6 NYCRR Part 617.4; and
WHEREAS, the Village Board desires to serve as the Lead Agency for the SEQRA review of this Action.
NOW, THEREFORE, BE IT RESOLVED, that the Village Board of the Village of Menands hereby declares itself to be the Lead Agency for the uncoordinated environmental review of the Polk Switzer Park Improvement project pursuant to the requirements of SEQRA; and
BE IT FURTHER RESOLVED, that based on the project description and review, the proposed Polk Switzer Park Improvement project is hereby classified as an “Unlisted Action” pursuant to 6 NYCRR Part 617.4.

Reaffirming the 2020 Comprehensive Plan for the Village of Menands and Supporting Continued Improvements to Polk Switzer Park
WHEREAS, the Village of Menands adopted its Comprehensive Plan in 2020 as a guiding document for sustainable development, community enhancement, and long-term planning; and
WHEREAS, the Village has reviewed the 2020 Comprehensive Plan and finds that its goals, particularly those related to parks, recreation, access, and quality of life, continue to reflect the community’s values and priorities; and
WHEREAS, the Village of Menands reaffirms its commitment to the continued development and enhancement of Polk Switzer Park under the 2020 Comprehensive Plan, recognizing the park as a vital community asset that supports wellness, recreation, and connectivity; and
WHEREAS, demonstrating its commitment to revitalizing Polk Switzer Park, the Village of Menands secured a $19,000 Albany County Municipal Park Improvement Initiative Grant in 2024 towards the proposed park enhancements.
NOW, THEREFORE, BE IT RESOLVED, by the Village Board of the Village of Menands, County of Albany, State of New York:
1. The Village of Menands Comprehensive Plan, adopted in 2020, is reaffirmed as the official guide for planning and development.
2. The Village Board expresses continued support for improvements at Polk Switzer Park in line with the goals and strategies identified in the Comprehensive Plan. It recognizes the park as central to the Village’s efforts to improve public access, recreation, and community wellness.

RESOLUTION REGARDING Support for the New York State Assembly and Senate to Pass a Strong Packaging Reduction and Recycling Infrastructure Act (Senate Bill 1464/Assembly Bill 1749)
WHEREAS, packaging makes up approximately 40% of the waste in New York state, and;
WHEREAS, managing waste costs New York taxpayers hundreds of millions of dollars
annually, and;
WHEREAS, The Village of Menands paid $25 per ton for disposal of household recyclable material in 2022, increasing to $50 per ton in 2024, and again increasing to $160 per ton in 2025, and;
WHEREAS, most plastic packaging is not recyclable, and reusable and refillable packaging
systems are not widely available, and;
WHEREAS, plastic causes severe pollution, including litter and the use of toxic chemicals, and;
WHEREAS, companies that produce packaging should be responsible for the costs of
managing packaging waste, not just taxpayers, and;
WHEREAS, enacting the Packaging Reduction and Recycling Infrastructure Act, pending in
The New York Assembly and the New York Senate would reduce waste and increase recycling
rates, create jobs, reduce toxicity in packaging, provide millions of dollars in savings for local governments and taxpayers, and lower greenhouse gas emissions, and;
BE IT RESOLVED that the Village of Menands urges the New York State legislature to
pass and Governor Kathy Hochul to sign into law a strong and effective Packaging Reduction and Recycling Infrastructure Act, Senate Bill 1464/Assembly Bill 1749, and;
RESOLVED, further, that the Village of Menands shall forward copies of this resolution
to Governor Kathy Hochul, New York Assembly Speaker Carl Heastie, and New York State
Senate Majority Leader Andrea Stewart-Cousins, New York State Assemblymember Philip Steck, New York State Senator Jake Ashby, New York State Department of Environmental Conservation Commissioner Amanda Lefton, and all others deemed necessary and proper.

Mayor Marsh tabled the discussion regarding the CDTA Ride Share Agreement. When the agreement was first entered into with CDTA, the cost was $5,000.00 per year. After discussing with CDTA, they lowered the cost to $2,500 annually.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE CAPITAL DISTRICT TRANSPORTATION AUTHORITY AND THE VILLAGE OF MENANDS
REGARDING ROLES AND RESPONSIBILITIES FOR ONGOING CDPHP CYCLE!
BIKE SHARING OPERATIONS
THIS AGREEMENT is made between CAPITAL DISTRICT TRANSPORTATION
AUTHORITY (hereinafter “CDTA”) and the VILLAGE OF MENANDS (hereinafter “MENANDS”), (collectively, “Parties”).
WHEREAS, CDTA has been operating CDPHP Cycle, the Capital Region’s bike-share program, for eight seasons in partnership with other municipalities
Meanwhile, CDTA and MENANDS believe that creating bicycle-friendly, transit-oriented environments will improve communities’ health, quality of life, and economic vitality. Both entities understand the connection between bicycle sharing systems, reduced traffic congestion, easier access to local businesses, increased appeal to community members to avoid purchasing new cars, and reduced wear and tear on city infrastructure.
WHEREAS, CDTA, in partnership with surrounding municipalities, will include MENANDS as part of a unified riding area within the network covering each entity,
WHEREAS, CDTA has contracted with Shared Mobility Inc. (“SMI”) to operate the bike-share system and continues to work with them to operate this transportation option.
WHEREAS, SMI will be responsible for the insurance liability in addition to a waiver agreed upon by all users before riding,
THEREFORE, both parties mutually agree to proceed as follows if the project is selected for funding:
1) This agreement will be in place for the 2025, 2026, and 2027 riding seasons. MENANDS will reimburse CDTA for operating costs of the 2025 and 2026 riding seasons, totaling $2,500 by the end of the 2026 calendar year. MENANDS will reimburse CDTA for operating costs of the 2027 riding season, totaling the amount of $2,500 by the end of the calendar year. Term agreements and renewal to be discussed after the 2027 riding season.
2) CDTA will provide at least two Cycle! rack stations in MENANDS and at least 12 bikes through the proposed riding area.
3) MENANDS agrees to participate in all siting, planning, and operations discussions with CDTA and SMI regarding the bike share program and its operation.
4) At MENANDS’s option, this agreement may be terminated by written notice to CDTA within 60 days of the conclusion of each riding season.
The Clerk led a discussion regarding the service and oil change for the Fire Department Elevator. Otis Elevator will service and change the oil in the hydraulic elevator lines and power unit with new hydraulic oil. The oil has not been changed for over 10 years and should be replaced every 10 years. The cost of the service and oil replacement is $9,750.00. A discussion followed.

WHEREAS, the theme for Earth Day 2025, “Our Power, Our Planet,” highlights the urgent need to transition to renewable energy sources and triple global clean electricity generation by 2030 to address climate change and protect our ecosystems; and
WHEREAS, the Village of Menands has been a leader in the use of renewable energy sources by using a solar energy supplier for all Village accounts and promoting the use of solar energy to our residents; and
WHEREAS, the Village of Menands has made it a priority to reduce its energy consumption through the use of LED lighting throughout the village and all of our municipal buildings; and
WHEREAS, the Village of Menands recognizes the importance of environmental stewardship and the role of local communities in reducing waste, conserving energy, improving air quality, and preserving biodiversity; and
WHEREAS, Earth Day offers citizens the opportunity to educate themselves about sustainable practices, advocate for environmentally friendly policies, and participate in activities that promote a cleaner and healthier planet.
WHEREAS, the Village of Menands continues to improve and promote our parks, including significant improvements to Polk-Switzer Park and Hutton Street Park, as well as past improvements to Ganser-Smith Park and the Sage Estates Trails, and encourages its residents to visit and utilize these outdoor spaces; and
Therefore, I, Seth H. Harris, Deputy Mayor of the Village of Menands, and Brian A. Marsh, Mayor of the Village of Menands, proclaim April 22, 2025, as Earth Day in the Village of Menands. RESOLUTION proclaiming April as Animal Cruelty Prevention Month in the Village of Menands.
WHEREAS, the Village of Menands is committed to ensuring the humane treatment of all animals within its borders; and
WHEREAS, animal cruelty is a serious issue that affects the well-being of animals and the community as a whole; and
WHEREAS, the Mohawk Hudson Humane Society, located in the Village of Menands, is the oldest and largest animal protection organization in New York’s Capital Region, providing shelter and care for stray, abused, and unwanted animals; and
WHEREAS, on March 29, 2025, Schenectady Animal Control seized a stray dog missing an ear, in appallingly bad condition, who is being cared for at the Mohawk Hudson Humane Society for wounds to her face and head, among other injuries.
WHEREAS, the no-longer-stray dog has been named Lavender and has become the face of our community’s animal abuse crisis, yet the stories of hundreds of other abused animals will never be told; and
WHEREAS, raising awareness about animal cruelty prevention is essential to creating a safer and more compassionate environment for animals; and
WHEREAS, April has been designated as Animal Cruelty Prevention Month to highlight the importance of protecting animals from abuse and neglect;
NOW, THEREFORE, I, Seth H. Harris, Deputy Mayor of the Village of Menands, and Brian A. Marsh, Mayor of the Village of Menands, do hereby proclaim April as Animal Cruelty Prevention Month in the Village of Menands, and urge all residents to:

3. I cannot attend the upcoming Board Meeting due to my daughter’s wedding.

Resident Steve Boulet asked why the Public cannot comment while discussing different agenda items. Discussion followed.
Resident Lisa Neuman asked why, if the Water Rates are already in the Budget, there is a need for a rate increase. A discussion followed.
Resident Diane MacFarland asked how the contractors for the South End Project are vetted. Discussion followed.
